Remote Service Delivery Bilateral Implementation Plan 2009-2014

In early 2009 a National Partnership Agreement on Remote Service Delivery was agreed between the Australian, Northern Territory, Western Australian, South Australian, New South Wales and Queensland Governments.

The National Partnership Agreement requires that the Australian Government work with each jurisdiction to develop a plan for how the new Remote Service Delivery arrangements will be implemented in each State and Territory.

The RSD National Partnership Agreement is focused on 15 sites in the Territory, all of which are Territory Growth Towns. In the other Territory Growth Towns, the Territory Government will be taking the lead role in achieving the objective of ‘standards of services and infrastructure comparable with non-Indigenous communities of similar size, location and need elsewhere in Australia’. The Territory Government will ensure that all Territory Growth Towns immediately start the process of becoming proper towns operating as the economic and service delivery centres for their regions – not just the 15 sites identified in the RSD National Partnership Agreement.

An Implementation Plan outlining how the National Partnership Agreement will be rolled out in the Northern Territory has been finalised and agreed by the Australian and Northern Territory Governments.

In accordance with the terms of the National Partnership Agreement, the Commonwealth will monitor the Agreement and report annually to COAG on its implementation.
